All high school, middle school, and elementary school students interested in amateur radio communications shall be eligible for membership.
Membership shall be by appliction and upon such terms as the Club shall provide in its By-laws.
Sec. 1. The officers of this Club shall be President, Vice President, Secretary, Treasurer,
Middle School Representative, Public Information Officer (P.I.O.), and Technical Specialist.
These officers constitute the 'cabinet'.
Sec. 2. The officers of this Club shall be elected for a term of one year by secret ballot of the members present,
provided there is a quorum, at the first meeting in June.
Sec. 3. Vacancies occuring between elections must be filled by special elections at the first regular meeting following the withdrawal or resignation.
Sec. 4. Officers may be removed by a three-fourths vote of the Club Cabinet,
and a two-thirds vote of those in attendance at a business meeting.
Sec. 1. The President shall presid at all meetings, and conduct them according to the rules adopted.
He/she shall enforce due observance of the Constitution and By-Laws,
decide all questions of order, sign all official documents adopted by the club,
and perform all other duties pertaining to the office of President.
Sec. 2. The Vice President shall assume all the duties of the President in his/her absence.
In addition, he/she shall help organize Club activities, and advance Club interest in activities approved by the Club.
Sec. 3. The Secretary shall keep a record of the proceedings of all meetings, keep a roll of members, submit applications,
carry on all correspondence, read read communications at each meeting.
At the expiration of his/her term he/she shall turn over all items belonging to the Club to his/her successor.
Sec. 4. The Treasurer shall recieve and give receipts for all monies paid to the club,
keep an accurate account of all monies received and spent, and pay no bills without proper authorization of the Club and its officers.
At every monthly meeting he/she shall submit an itemized statement of receipts and disbursements.
At the end of his/her term he/she shall turn over everything in his/her possession belonging to the Club to his/her successor.
Sec. 5. The middle school representative will be responsible for passing on information about Club matters and cabinet decisions,
in a timely manner to those that are not in high school.
in addition, he/she will make every attempt to communicate the thoughts and recommendations of the middle school and elementary school members,
to the Cabinet members.
Sec. 6. The Public Information Officer (P.I.O.) is the contact person for the local media.
He/She helps to identify and publicize Club events that are newsworthy,
and generates advance publicity of scheduled activities of interest to the public.
He/she helps the Club to develop and promote good ideas for projects and special events to display Amateur Radio to the public in a positive way.
Sec. 7. The Technical Specialist shall be an available reference to all members with technical questions relating to the operation of their radios.
If he/she does not know the answer to a technical question, he/she should do their best to find an answer in a timely manner.
He/she shall give a brief report at least every other business meeting on a technical topic of interest.
The By-Laws shall provide for regular and special meetings.
At meetings, a minimum of one-third of the membership shall constitute a quorum for the transaction of business.
The Club, by majority vote of those present at any regular meeting, may levy upon the general membership,
such dues as shall be deemed necessary for the business of the Club.
Non-payments of such dues may be cause for expulsion of the Club at the discretion of the membership.
This contitution and/or By-Laws may be amended by a two-thirds vote of those present at a regular or special meeting.
Proposals for amendments shall be submited in writing at a regular meeting and shall be voted on at the next following regular meeting,
providing all members have been notified of the intent to amend the Constitution and/or By-Laws at said meeting.
Secretary.
It shall be the duty of the secretary to keep the constitution and By-Laws of the Club,
and have the same with him/her at every meeting.
He/she shall note all amendments, changes, add additions to the Constitutions and By-Laws,
and shall permit them to be viewed by members upon request.
Membership.
Full membership is open to all licensed amateurs.
Associate membership is open to those actively engaged in a class leading to an amateur license, and all other interested students.
Full membership includes all Club privileges as well as rights to hold a Club office and vote for Club officers.
Applications for membership shall be submitted at regular meetings.
Meetings.
Regular meetings shall be held on the last Saturday of each calendar month at 10:00 AM.
Special meetings may be called by the President and Advisor upon request of any five members.
Notice shall be given to members concerning special meetings and the business to be transacted.
Such notice shall be given not less than 24 hours before the meeting.
Active Member.
An "active member" is one who attends at least 50% of meetings, 50% of fundraisers, and 25% of ARGYL nets.
Excused absences are allowed so long as the President or the Club Advisor,
either before an event or within a reasonable amount of time thereafter, approves of the absence.
Excused absences will be granted for work, family events, and prior commitments to other clubs/orginizations/individuals.
A member that is not "active" may be terminated by the officers.
Applications/Equipment Scholarship.
An 'Application for Membership' will be completed by all those wishing to become members of the ARGYL Club.
In order to receive the $50 radio scholarship given to the new members, prospective members must agree to the terms of membership as listed on the application.
